Dear Catherine,
I have a legal question. CAF has been giving me an absolutely incredible run around. To make a very long story story, Iwas told that I would be entitled to some assistance for my rent when I moved into this apartment; the proprietor is apparently the Mairie. So, I completed all the papers and sent all the required documentation over a series of months. At last I was told that I would receive about 30 euro reduction each month from my rent, which is a drop in the ocean compared to what my roommates are receiving -- a Spanish assistant from Costa Rica and a German assistant from Bavaria. Now, I am being told by CAF that they have overpaid me when, in fact, I have not received one cent from them, when they said that a reimbursement for November and December was supposed to be coming; they sent me a bill and told me that I need to write a check to CAF ASAP -- and I have not received anything.
Once I was told I was denied access to all rights because of my Declaration des Ressources for 2007 and how it said I was an employed professional, I replied that that was wrong and that I was actually a full-time student during that year. I went to CAF's office again and told them that they should not be sending me bills for money or services I have not received; moreover, I told them there was an error in my dossier. After that, I was informed that I am actually denied assistance but because of my salaire minable or my declaration des ressources for 2007, but that I am being denied assistance because of my age. I am 28 years old now. Well, I thought CAF was not for the under 25 only -- and, if so, I was never told so; and besides my birth date has been on the very first papers I filled out at the end of September 2008 (and on every paper that followed). So to deny my five months later, after at least a dozen letters and after I have complied with all of their requests -- an abundance of them, is, well, to put it lightly, astonishing. This level of incompetence is absolutely astonishing to me (and I wish it were not the case)! To lead me on for nearly 5 months, to send me bills that say I have been overpaid, to finally deny any assistance from a program that everybody pays into, including myself, and is not age exclusive is ridiculous -- and has really, unfortunately, taken a heavy load on my morale, leaving me in the dumps. On top of that, the fact lingers that the three of us have the same salary, the same job, the same apartment -- and that I pay three times as much as them out of pocket for the same amount of space -- actually less space because I have the smallest room. But, I do not quibble over how we divide our space; I just want to state the fact.
I don't know if there is anything to be done at this point. Well, I suppose that I think you should know about it -- and, I don't know if there is anything that you could do to rectify the situation. As far as I am concerned, I have not received an adequate explanation for their behavior...
Sincerely,
Christopher Perkins
